Rowley<\/em><sup><a href=\"#footnote_1_1633\" id=\"identifier_1_1633\" class=\"footnote-link footnote-identifier-link\" title=\"458 U.S. 176 (1982)\">1<\/a><\/sup> \u58f0\u660e\uff1a\u6839\u636e\u8054\u90a6\u6cd5\u5f8b\uff0c\u201c\u9002\u5f53\u7684\u201d\u6559\u80b2\u8ba1\u5212\u548c\u5b89\u7f6e\u65e8\u5728\u6ee1\u8db3\u5b66\u751f\u7684\u72ec\u7279\u9700\u6c42\uff0c\u524d\u63d0\u662f\uff0c\u5176\u5411\u6b8b\u969c\u5b66\u751f\u63d0\u4f9b\u76f8\u5173\u670d\u52a1\uff0c\u4ee5\u4fbf\u5176\u83b7\u5f97\u201c\u6559\u80b2\u798f\u5229\u201d\uff0c\u5e76\u4ee5\u7b26\u5408\u5b66\u751f IEP \u7684\u65b9\u5f0f\u4e88\u4ee5\u63d0\u4f9b\u3002\u6b64\u5916\uff0c\u5fc5\u987b\u5728\u6700\u5c11\u9650\u5236\u73af\u5883\u5185\uff0c\u5728\u6700\u5927\u5408\u9002\u8303\u56f4\u5185\uff0c\u63d0\u4f9b\u8be5\u8ba1\u5212\u9879\u76ee\u3002\u5176\u5e76\u672a\u6388\u4e88\u5b66\u751f\u83b7\u5f97\u53ef\u80fd\u201c\u6700\u4f73\u201d\u6559\u80b2\u8ba1\u5212\u6216\u201c\u6f5c\u5728\u6700\u5927\u5316\u201d\u6559\u80b2\u7684\u6743\u5229\u3002\u7ba1\u8f96California\u7684\u8054\u90a6\u6cd5\u9662\uff0c\u5728\u5982\u4e0b\u51b3\u5b9a\u4e2d\uff0c\u660e\u786e\u91c7\u7528<em>Rowley <\/em>\u6848\uff1a<em>Gregory K. v. Longview Sch.District\u00a0<\/em><sup><a href=\"#footnote_2_1633\" id=\"identifier_2_1633\" class=\"footnote-link footnote-identifier-link\" title=\"811 F.2d 1307 (9th Cir. 1987)\">2<\/a><\/sup>\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u6cd5\u9662\u4e0d\u65ad\u63a2\u7d22\u4e0e\u201c\u6559\u80b2\u798f\u5229\u201d\u76f8\u5173\u7684\u51b3\u5b9a\u3002\u5f53\u7136\uff0c\u6307\u5bfc\u548c\u5b89\u7f6e\u8ba1\u5212\u5e94\u53d6\u5f97\u6709\u610f\u4e49\u7684\u6559\u80b2\u8fdb\u5ea6\uff0c\u800c\u975e\u9000\u5316\u6216\u4e0d\u91cd\u8981\u7684\u8fdb\u6b65\u3002\u5728 California\uff0c\u53ef\u901a\u8fc7\u513f\u7ae5\u662f\u5426\u5728\u5176 IEP \u4e2d\u5fc3\u76ee\u6807\u4e2d\u53d6\u5f97\u8fdb\u6b65\u6765\u8861\u91cf\u6559\u80b2\u798f\u5229\u3002<sup><a href=\"#footnote_3_1633\" id=\"identifier_3_1633\" class=\"footnote-link footnote-identifier-link\" title=\"County of San Diego v.
