The English Language Proficiency Assessments for California (ELPAC) is a state-wide assessment used to identify students who are not proficient in English and must be provided with English Language Development (ELD) instruction at school. [Lau v. Nichols, 414 U.S. 563 (1974).]
The ELPAC assesses students’ English proficiency across four domains: listening, speaking, reading, and writing. Any student who speaks a language other than English at home will continue to take the ELPAC until they demonstrate proficiency in all domains. Once an EL demonstrates English proficiency, they no longer receive ELD instruction.
