Yes. Special education law and regulations include these services for parents/guardians/other education rights holders: 

  1. Counseling and consultation with parents/guardians/other education rights holders on learning problems and guidance programs;
  2. Counseling and training to assist parents/guardians/other education rights holders in understanding the special needs of their child; and,
  3. Providing parents/guardians/other education rights holders information on child development.[1]
