Yes. Special education law and regulations include these services for parents/guardians/other education rights holders:
- Counseling and consultation with parents/guardians/other education rights holders on learning problems and guidance programs;
 - Counseling and training to assist parents/guardians/other education rights holders in understanding the special needs of their child; and,
