Yes. The education program for all students in special education must be based on individual needs.[1] Any student who meets the eligibility requirements for special education is entitled to the related services needed to help the child benefit from special education.[2]
Special education law favors placement in general education classrooms whenever possible.[3]. Students are thus entitled to receive supportive services that will enable them to access their education in a general education classroom environment.[4] Students with disabilities who are not eligible for special education under the IDEA, but who qualified for services under Section 504 of the Rehabilitation Act of 1973[5] are also eligible for related aids and services designed to meet their individual educational needs.[6]
