Yes. All children with disabilities must be included in state assessments, including the ELPAC, with appropriate accommodations or alternate assessments.^[1] The student’s IEP team must determine what accommodations or alternative assessments are necessary for the student to access the ELPAC, and document them in the IEP.^[2]
