The district must give you written notice of your procedural rights at the time your child is first referred for special education or when you request an evaluation; before you are notified of a disciplinary action requiring a change of placement; when you file for a due process hearing or compliance complaint; or at your request. [20 U.S.C. Sec. 1415(d)(1); 34 C.F.R. Sec. 300.504(a).]
